Authorizes county police chiefs to designate other county employees (such as trained staff or park rangers) to issue traffic citations for violations that do not mandate physical arrest.

Amends Hawaii Revised Statutes Section 291C-165 to allow designated county employees, in addition to authorized police officers, to issue summons or citations for traffic violations.

Amends Hawaii Revised Statutes Section 291C-167 to allow designated county employees to issue citations for illegally parked vehicles without drivers present.

Addresses the shortage of police officers in counties by expanding citation authority to other trained county staff to improve public safety and enforcement efficiency.

Takes effect upon approval; does not affect rights, duties, or proceedings that matured or began before the effective date.
