Establishes the Oahu community correctional center site redevelopment working group to plan for reuse of the jail site and surrounding Kalihi area after the correctional center relocates.

Working group shall study best uses for the site, zoning changes, infrastructure ownership issues, climate change mitigation, rail transit integration, and community economic benefits.

Membership includes state and county officials, representatives from the governor, legislature, education, public safety, transportation, Honolulu Authority for Rapid Transit, neighborhood board, and community organizations including Kamehameha Schools, Kokua Kalihi Valley, and Susanna Wesley Community Center.

Working group must hold public meetings with at least two sessions for public comment and submit reports to the governor, legislature, mayor, and city council by 20 days before the 2027 and 2028 legislative sessions; group terminates June 30, 2028.

Appropriates unspecified funds from general revenues for fiscal years 2021-2022 and 2022-2023 to support the working group; effective date is July 1, 2030.
