HB 627 Summary

• Authorizes the director of finance to issue special number motor vehicle license plates commemorating the Polynesian Voyaging Society to Hawaii resident vehicle owners upon application and payment of required fees.

• Requires the director of finance of Honolulu, in consultation with other county finance directors, police chiefs, and the Polynesian Voyaging Society board, to design the special plate with words or images identifying it as a Polynesian Voyaging Society plate that is similar in shape and size to standard state plates and maintains visibility of all required information.

• Establishes that the special plate design cannot infringe on intellectual property rights, display obscene or degrading content, advertise products or services, promote religious beliefs, or promote philosophies based on prejudice or contrary to state civil rights laws.

• Requires the director of finance to charge a special plate fee covering the county's costs plus a fundraising fee determined in consultation with the Polynesian Voyaging Society, with revenue from fundraising fees deposited in a separate account for the organization.

• Permits the director to revoke all special plates if fewer than 150 vehicles obtain them within three years of the first issuance; effective July 1, 2065.
