Reclassifies the notaries public revolving fund as a "special fund" rather than a "revolving fund" in Hawaii Revised Statutes sections 456-9.5 and 456-18.

Reclassifies the criminal forfeiture revolving fund as a "special fund" in section 712A-16 while maintaining its use for law enforcement expenses, training, and drug nuisance abatement.

Reclassifies the litigation deposits trust fund as a "trust account" in section 28-16, with subsidiary accounts to be transferred to appropriate non-general or general funds within 30 days of case closure.

Abolishes the Hawaii criminal justice commission trust account (established 1985) and the national mortgage settlement trust account (established 2012), with remaining balances transferred to the general fund.

Effective date is July 1, 2060, except amendments to section 712A-16 shall survive when that section is repealed and reenacted on June 30, 2022.
