Department of Labor and Industrial Relations must open at least one in-person employment office in Hawaii, Kauai, and Maui counties, and at least two offices in Honolulu County (one in Waipahu and one in Honolulu).

State library staff must cooperate with the Department of Labor to provide minimal assistance to persons filing unemployment claims using public access computers, with the unemployment claims webpage bookmarked on all browsers and at least one computer reserved per library for unemployment filings.

Department of Labor and Industrial Relations must hire, assign, or reassign staff to increase unemployment claims handling capacity by 30 percent.

Legislature allocated $10,000,000 to upgrade and modernize the department's computer technology for the unemployment claims system, with all provisions of the Act to be completed within six months of the effective date.
