Allows persons convicted of certain misdemeanors to petition circuit court for limited firearm ownership ten years after sentencing, provided they have no subsequent convictions.

Permits petitions only for individuals convicted of misdemeanor crimes of violence (excluding domestic violence) or illegal drug sales.

Requires petitioners to obtain an independent medical or psychological evaluation and demonstrate competency at a court hearing.

Mandates completion of an approved hunter education course under section 183D-28 before authorization to own a hunting firearm.

Defines "hunting firearm" as a long gun or muzzle loader firearm only; effective July 1, 2050.
