Amends Hawaii Revised Statutes Section 127A-29 to increase the maximum fine for violating emergency rules from $5,000 to $10,000 when noncompliance jeopardizes the health or safety of government personnel with "emergency worker" status.

Applies the enhanced penalty only when a person's failure to comply with governor or mayor rules creates jeopardy to emergency workers' health or safety.

Addresses concerns raised by the 2020 coronavirus pandemic regarding the need for greater statutory protections for essential government workers during declared states of emergency.

Does not affect rights, duties, penalties, or proceedings that matured or began before the Act's effective date.

Takes effect upon approval.
