Authorizes courts to order forfeiture of one-half of Employees' Retirement System (ERS) benefits for members, former members, or retirants convicted of a felony related to their state or county employment.

Applies to forfeitable benefits including interest, hypothetical account balance, pension, annuity, and retirement allowance, while preserving non-forfeitable accrued benefits under specific statutes.

Defines "related to employment" to include felonies using official position, state or county resources, bribery, embezzlement or theft of state/county property, or felonies against persons under the employee's custody or supervision.

Allows designated beneficiaries to receive reduced benefits upon the member's death, except beneficiaries convicted of a felony based on the same circumstances as the original convicted member are prohibited from receiving any benefits.

Applies only to felonies committed on or after the Act's effective date and does not impair benefits accrued prior to the Act's approval.
