Prohibits former legislators from representing any person or business for a fee within 12 months after leaving office on matters they participated in, matters involving legislative action, or any administrative action as defined in statute.

Expands post-employment restrictions to 40 high-ranking state officials (including the governor, attorney general, university president, and various department directors) who cannot represent other interests regarding legislative or administrative action for 12 months after termination.

Clarifies that the prohibition on disclosing non-public information and using it for personal gain applies to all former employees, even those employed by the State for less than 181 days.

Exempts individuals who held listed positions only on an interim or acting basis for less than 181 days from the 12-month representation restrictions.

Takes effect January 1, 2022.
