Restricts electioneering communication disclosure requirements to noncandidate committees, removing requirements for individuals and other organizations to file statements of information.

Eliminates the requirement to disclose names and addresses of all persons who contributed to organizations (other than candidate or noncandidate committees) for publishing or broadcasting electioneering communications.

Requires filing of electioneering communication statements within 24 hours of each disclosure date when a noncandidate committee makes expenditures exceeding $2,000 in the aggregate during a calendar year.

Maintains existing disclosure thresholds and filing procedures for the Campaign Spending Commission, including disclosure of expenditure amounts, candidate identification, and coordination with candidates or committees.

Takes effect upon approval.
