Establishes the taxation rebalancing and repurposing task force within the department of taxation to study and recommend improvements to Hawaii's general excise tax, income tax, and county property tax programs.

Task force shall identify opportunities to make tax programs more effective and efficient while responding to resident needs, minimizing duplication of state and county resources, and lowering tax burden on businesses and residents.

Task force membership consists of the governor (as chairperson), all county mayors, the speaker of the house of representatives, and the president of the senate, with members serving without compensation but receiving expense reimbursement.

Task force must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2022 regular session convenes.

Task force shall cease to exist on June 30, 2022, with the department of taxation providing administrative and clerical support; effective date July 1, 2021.
