Establishes a sustainable aviation fuel program within the Hawaii Technology Development Corporation to provide matching grants to small businesses developing sustainable aviation fuel products or greenhouse gas reduction technologies for commercial aviation.

Eligible grant activities include business planning, technology development, engineering, and research for sustainable aviation fuel production, airborne operations fuel efficiency, ground support equipment fuel replacement or efficiency, and airport operations support.

Sets Hawaii jet fuel baseline carbon intensity at 89 grams of carbon dioxide equivalent per megajoule, aligned with International Civil Aviation Organization standards, with authority to revise based on Department of Energy recommendations.

Defines sustainable aviation fuel as American Society for Testing and Materials D7566-compliant renewable aviation turbine fuel derived from biofuels with greenhouse gas lifecycle carbon intensity lower than the baseline jet fuel established by the International Civil Aviation Organization.

Takes effect July 1, 2021.
