• Requires University of Hawaii to provide trauma-informed training for employees investigating incidents and assisting victims of sexual and domestic violence, including education on neurobiological and psychological impacts of trauma and trauma-informed care components.

• Mandates University of Hawaii establish a memorandum of understanding with a sexual assault and harassment service provider to develop policies, programs, and training; provider may offer off-campus confidential services to UH students and employees.

• Requires University of Hawaii to annually distribute written and electronic materials about Title IX, Violence Against Women Act, and campus sexual harassment, assault, domestic violence, dating violence, and stalking policies to all students and employees.

• Extends campus safety requirements to private colleges and universities authorized to operate in Hawaii, requiring them to implement procedures and protocols for campus safety and accountability to the maximum extent possible.

• Takes effect upon approval.
