Legalizes possession and use of marijuana for adults age 21+ in amounts up to one ounce for personal use, eliminating criminal penalties for possession, display, transfer, or consumption.

Permits home cultivation of up to six marijuana plants (with a maximum of three mature, flowering plants) in an enclosed, locked space, with no criminal liability for the resulting marijuana produced.

Establishes a state licensing system administered by the Department of Taxation for marijuana establishments, including cultivation facilities, retail stores, product manufacturing facilities, and testing facilities.

Requires marijuana establishments and sales to be subject to state income taxes (Chapter 235) and excise taxes (Chapter 237).

Amends criminal statutes to increase thresholds for drug promotion offenses to amounts greater than one ounce and renames "commercial promotion of marijuana" offenses as "unlicensed promotion of marijuana" to distinguish from legally licensed operations.
