• Establishes an accessible parking special account within the disability and communication access board special fund to fund the statewide parking program for persons with disabilities.

• Increases the annual vehicle registration fee from $45 to $46 for all vehicles and motor vehicles in Hawaii, effective January 1, 2022.

• Directs $1 from each annual motor vehicle registration fee to be deposited into the accessible parking special account, with $40 going to the state highway fund and $5 to the emergency medical services special fund.

• Beginning July 1, 2022, all costs associated with administering the statewide disabled persons parking program shall be paid from the accessible parking special account rather than general appropriations.
