Requires the Department of Education to adopt rules for procuring goods and services for public school food programs that incorporate geographic preference for unprocessed locally grown and locally raised agricultural products.

Rules must comply with federal guidance on geographic preference per the April 22, 2011 final rule (76 Federal Register 22603, et seq.).

Requires the department to maintain internal procurement policies, post procurement information on its website, prohibit cost-plus-percentage pricing, and consider quality, delivery, sustainability, and nutritional value when evaluating proposals.

Mandates all procurement contracts include a period of performance and establishes dispute resolution processes for procurement award and post-award contract actions.

Takes effect on July 1, 2051.
