H.B. 707 Summary

• Establishes a North Road task force within the Department of Transportation to research and make recommendations on mitigating safety and environmental dangers along North Road in Ewa Beach.

• Task force shall research the cost to transfer ownership of North Road from private owner YHB Ewa, LLC to the City and County of Honolulu and consider alternative solutions.

• Task force membership includes the state transportation director (chairperson), city transportation and planning directors, state senators and representatives from Ewa districts, Honolulu city council member from Ewa, U.S. Congressional member from Ewa, and invited representatives from the U.S. Navy and YHB Ewa, LLC.

• Members serve without compensation; public officers receive no additional compensation beyond normal salary; no conflict of interest provisions apply solely due to task force participation.

• Task force must submit findings and recommendations to the legislature and Honolulu city council no later than twenty days before the 2022 regular legislative session; task force dissolves June 30, 2022.
