Exempts qualified disabled veterans from annual vehicle weight tax, in addition to their existing exemption from annual vehicle registration fees.

Applies to disabled veterans who are Hawaii residents, have been honorably or generally discharged from U.S. armed forces, and have a 100% service-connected disability rating from the U.S. Department of Veterans Affairs.

Limits exemption to one vehicle per disabled veteran and excludes vehicles used for commercial purposes.

Requires the director of the office of veterans' services to submit a report to the legislature and department of taxation before each regular session listing the number of disabled veterans qualifying for the exemption.

Takes effect on July 1, 2021.
