Appropriates or authorizes funding for collective bargaining cost items negotiated with bargaining unit (6) for fiscal biennium 2021-2023, with zero appropriations from general, special, federal, and other funds for both FY 2021-2022 and FY 2022-2023.

Provides appropriations for salary increases and cost adjustments for excluded state officers and employees in the same compensation plans as bargaining unit (6) members under chapter 89C, Hawaii Revised Statutes, with zero appropriations across all fund sources.

Appropriates funds for Hawaii employer-union health benefits trust fund costs in collective bargaining agreements with unit (6) for fiscal biennium 2021-2023, with zero general fund appropriations.

Appropriates funds for Hawaii employer-union health benefits trust fund costs for excluded state officers and employees in equivalent compensation plans under chapter 89C for fiscal biennium 2021-2023, with zero general fund appropriations.

Requires the director of finance to allot appropriated funds to appropriate state departments and establishes that unexpended or unencumbered funds shall lapse by June 30, 2023; effective date December 25, 2040.
