Appropriates funds for collective bargaining cost items negotiated with bargaining unit (8) for fiscal biennium 2021-2023, including salary increases and cost adjustments under chapter 89C, Hawaii Revised Statutes.

Provides appropriations to health premium payments (BUF 761) for Hawaii employer-union health benefits trust fund costs for both bargaining unit (8) members and excluded state officers and employees in the same compensation plans.

Requires the director of finance to allot appropriated funds to state departments for expenditure in the respective fiscal years for collective bargaining and health benefits purposes.

Specifies that salary increases and cost adjustments for employees whose compensation is paid from federal, special, or other funds shall be paid proportionately from those respective funds.

Sets fiscal year 2021-2022 appropriations to not lapse until end of fiscal biennium 2021-2023, with any unexpended or unencumbered funds lapsing on June 30, 2023; effective date December 25, 2040.
