Amends the definition of "motorcycle" in Hawaii Revised Statutes Section 286-2 to include autocycles with handlebars or steering wheels that have three wheels and are certified by manufacturers to comply with Federal Motor Vehicle Safety Standards.

Modifies Section 286-81 to exempt operators and passengers from safety helmet requirements on three-wheeled motorcycles or motor scooters that are electrically powered, have a partial or full body enclosed cab, and are equipped with seat belt assemblies or child restraint systems.

Requires helmet exemption users to comply with existing seat belt and child restraint system regulations under Sections 291-11.5 and 291-11.6.

Takes effect upon approval.
