Creates a new offense of prohibited use of shopping cart in or on a public roadway, sidewalk, or park under Chapter 711 of Hawaii Revised Statutes

Prohibits using or possessing a shopping cart not owned by the person while traversing or being present on state or county public roadways, sidewalks, or parks

Requires shopping carts to have a conspicuous identifying sign and businesses must post conspicuous warning signs at cart storage areas notifying customers not to remove carts from premises

Exempts the cart owner, their agents, business employees, customers actively using carts for reasonable time and distance, and persons with written owner consent from the prohibition

Establishes prohibited use of shopping cart as a petty misdemeanor offense, effective upon approval
