Governor prohibited from declaring a state of emergency requiring business shutdowns or quarantines for more than 28 days without legislative approval.

State of emergency may be extended for additional periods of up to 14 days each if approved by a two-thirds vote of both houses of the legislature.

If the legislature is not in session when an extension is being considered, the governor must call a special session at least 10 days before the initial emergency declaration expires.

If the legislature does not approve an extension through concurrent resolution, the state of emergency automatically ends and cannot be extended.
