Amends Act 9, Session Laws of Hawaii 2020, section 30 to expand the scope of personal protective equipment purchases to include industrial hygiene products.

Expands eligible recipients of PPE and industrial hygiene products to include all state departments and attached agencies, in addition to hospitals, childcare facilities, elderly care facilities, businesses, nonprofits, and schools.

Authorizes use of $61,000,000 from the emergency and budget reserve fund derived from Coronavirus Aid, Relief, and Economic Security Act (CARES Act) funds for fiscal year 2020-2021.

Maintains exemption from procurement requirements under chapters 103D and 103F of Hawaii Revised Statutes, monthly reporting to governor and legislature beginning July 15, 2020, and transfer of unexpended funds to the unemployment compensation trust fund by December 28, 2020.

Department of Defense is designated to expend the appropriated funds for these purposes.
