Amends section 127A-13 of Hawaii Revised Statutes to add a new subsection (c) restricting the governor's ability to implement travel restrictions during a state of emergency.

Prohibits travel restrictions during a state of emergency or local state of emergency from applying to essential workers unless the governor specifically approves their application to that workforce.

Defines "essential workers" to include 25 categories such as healthcare workers, government employees, media personnel, agricultural workers, maritime workers, clergy, and others supporting critical infrastructure and government functions.

Defines "mission essential functions" as the limited set of government functions that must continue or be rapidly resumed after a disruption of normal operations.

Effective date is July 1, 2050.
