Department of Human Resources Development shall review classification and compensation schedules for telecommunications dispatchers (police, fire, emergency medical), Hawaii state hospital telephone operators, and 911 dispatch personnel.

Legislature finds that emergency dispatchers perform critical services under stressful conditions and should be compensated at higher rates than clerical employees, despite currently being classified as clerical positions.

Department shall consult with appropriate county human resources personnel and may review any telecommunications dispatch personnel operating 911 systems who use lifesaving procedures and technologies to obtain caller information and dispatch emergency units.

Department of Human Resources Development must submit a report to the legislature no later than twenty days prior to the 2022 regular session with recommendations to modify classification and compensation schedules to better reflect the critical duties and responsibilities of dispatcher positions.
