• Requires child support enforcement agency to pass through up to $100 monthly for families with one child and up to $200 monthly for families with more than one child to families receiving public assistance, with these amounts disregarded in calculating public assistance income.

• Expands definition of persons responsible for child support debt to include "any other person" responsible for child support, not just natural or adoptive parents.

• Increases maximum fines for employers who fail to comply with income withholding orders or who discharge, refuse to hire, or take disciplinary action against employees subject to child support withholding from $250 to $1,000.

• Appropriates unspecified funds to the Department of the Attorney General's child support enforcement agency for fiscal years 2021-2022 and 2022-2023 to implement these requirements.
