Amends Hawaii Revised Statutes Section 11-107 to allow voters with special needs to request electronic ballot transmission at any time, rather than only within five days of the election.

Requires the clerk to provide voters with special needs an alternative means of electronic authentication that does not require a handwritten signature or waiver of secrecy rights.

Allows voters with special needs to return completed ballots by electronic transmission, mail, personal delivery to a ballot deposit location, or voter service center without requiring a handwritten signature or secrecy waiver.

Maintains existing procedures for other voters to request replacement ballots by electronic transmission only if the original ballot package was not received by the fifth day before the election or within five days of the election date.

Takes effect upon approval.
