Requires electric utility companies to install underground infrastructure and equipment for electric utility service in affordable housing projects located within county-designated transit-oriented development areas.

Defines "affordable housing" by reference to section 201H-57(b) of Hawaii Revised Statutes.

Addresses housing crisis exacerbated by COVID-19 pandemic, which caused unemployment to spike to 22.3% in April 2020 and left over 11,000 Hawaii tenants behind on rent payments.

Takes effect on July 1, 2021, and does not affect rights, duties, or proceedings that occurred before the effective date.
