Amends Section 329-130 of Hawaii Revised Statutes to change the effective date from December 31, 2023 to December 31, 2021 for when qualifying patients must obtain medical cannabis only from licensed dispensaries or through personal cultivation.

Requires qualifying patients to purchase medical cannabis or manufactured cannabis products exclusively from dispensaries licensed under chapter 329D, with payment made at time of purchase.

Permits qualifying patients to cultivate cannabis for personal use in amounts not exceeding an adequate supply, provided no more than five qualifying patients use the same cultivation location.

Eliminates primary caregiver authorization to cultivate cannabis for any qualifying patient, effective December 31, 2021.

Takes effect upon approval.
