Exempts housing developed by the Department of Hawaiian Home Lands for Hawaiian Homes Commission Act beneficiaries from school impact fees (exemption expires July 1, 2024).

Allows construction cost component impact fees to be used for improving or renovating existing school structures, in addition to expanding student capacity.

Repeals the prohibition on using construction cost component impact fees for portable or temporary facilities.

Removes the requirement that an expenditure plan for collected impact fees be incorporated into the Department of Education's annual budget process and subject to legislative approval.

Maintains the 20-year timeframe for expending or encumbering collected fees on a first-in, first-out basis.
