Amends section 103-8.5 of Hawaii Revised Statutes to clarify that the one percent capital improvement appropriation transfer requirement applies only to appropriations for construction or renovation of state buildings.

Exempts appropriations from the passenger facility charge special fund (section 261-5.5) and rental motor vehicle customer facility charge special fund (section 261-5.6) from the one percent works of art special fund transfer requirement.

Exempts appropriations to the Department of Hawaiian Home Lands for residential buildings developed for beneficiaries of the Hawaiian Homes Commission Act, 1920, from the one percent transfer requirement.

Clarifies that the one percent amount is calculated when appropriation bills are signed into law, with each receiving agency responsible for calculating and transferring the required amount.

Effective date: July 1, 2065.
