Explicitly authorizes counties to enact ordinances that amortize or phase out permitted, nonconforming, or otherwise allowed short-term rentals over a reasonable period of time in any zoning classification.

Defines "short-term rental" as payment for use, or swapping, bartering, or exchange of a residential dwelling or portion thereof for a stay of less than 180 days (or a shorter duration as determined by a county), including transient vacation rentals as defined in HRS section 514E-1.

Clarifies that counties may phase out short-term rentals in any zoning area, whereas previously amortization of nonconforming uses was limited to commercial, industrial, resort, and apartment zoned areas only.

Preserves existing protections for single-family residential and agricultural uses, which remain exempt from nonconforming use amortization except for short-term rentals operating under this provision.

Takes effect upon approval.
