Amends Section 171-64.7, Hawaii Revised Statutes, to add a new exemption from legislative approval requirements for certain land sales by the Hawaii Housing Finance and Development Corporation (HHFDC).

Exempts individual sales of leased fee interest in leasehold condominium units or single-family house lots to lessees by HHFDC, provided a predecessor agency approved such sales by November 4, 1994, and more than 50% of units were sold or transferred prior to July 13, 2009.

Requires HHFDC to submit documentation to the Office of Hawaiian Affairs at least three months before sale, including property location and size, purpose of sale, whether land was classified as government or crown lands before August 15, 1895, and validation of eligibility requirements.

Takes effect upon approval.
