• Establishes the Pulehunui community development district on Maui, comprising four specified tax map key parcels, with authority to plan, design, and construct recreational, residential, educational, industrial, governmental, and commercial facilities.

• Creates community development district authority boards for each community development district, comprising nine members (two residents, one cultural specialist, two small business/nonprofit representatives, county planning director, and three state directors as ex officio voting members).

• Restructures the Hawaii Community Development Authority to comprise one member from each district authority board, two at-large members, and three state directors, shifting operational duties from the statewide authority to individual district boards.

• Requires district authority boards to assume custodial care of financial assets, real property, and physical assets within their districts and prohibits sale or encumbrance without mutual consent with the authority.
