Amends Section 103-8.5, Hawaii Revised Statutes to expand authorized uses of the works of art special fund to include funding for the State of Hawaii Museum of Natural and Cultural History and State of Hawaii Museum of Monarchy.

Clarifies that the one percent transfer requirement for capital improvements applies only to appropriations designated for construction or renovation of state buildings.

Maintains existing authorized uses of the fund including acquisition of works of art, site modifications, maintenance and repair, and storage and transportation of artwork.

Effective July 1, 2065, with automatic repeal on June 30, 2022, returning the statute to its previous form.
