Allows spouses of active duty military members (National Guard, reserves, or armed forces) to obtain expedited licensure in Hawaii if accompanying the member on a permanent change of station to the state.

Eligible spouses must hold a current, unencumbered license in another jurisdiction as an accountant, nurse, physician, dentist, engineer, pharmacist, or other specified professions, or in disciplines where Hawaii's licensing authority determines requirements are equivalent to or exceed Hawaii's standards.

Requires applicants to meet specific criteria including one year of prior licensure in good standing, passage of required exams, no disciplinary history or pending complaints, and submission of a signed affidavit confirming application accuracy.

Authorizes temporary licenses to allow applicants to perform services under supervision while completing final licensure requirements, with expedited processing by licensing authorities.

Licenses issued under this provision are valid for the same period as standard licenses but cannot exceed five years in aggregate, or the duration covered by the military member's orders of assignment in Hawaii.
