Creates a new criminal offense in Hawaii Revised Statutes Chapter 134 prohibiting possession of a loaded firearm while intoxicated.

Defines intoxication as being under the influence of alcohol sufficient to impair normal mental faculties or ability to operate a firearm, having .08 or more grams of alcohol per 210 liters of breath, or having .08 or more grams of alcohol per 100 milliliters of blood.

Applies only when a person has immediate physical control over a loaded firearm while outside their dwelling.

Violation constitutes a petty misdemeanor offense.

Takes effect July 1, 2021.
