Amends the definition of "employee" in Section 88F-1, Hawaii Revised Statutes to include members of the Hawaii National Guard ordered into active service.

Hawaii National Guard members become eligible for the State deferred compensation retirement plan when ordered into active service by the governor pursuant to section 121-30.

Eligibility for National Guard members continues until they are relieved from duty by order of the proper authority pursuant to section 121-29.

Does not affect rights, duties, penalties, or proceedings that occurred before the Act's effective date.

Takes effect upon approval.
