Prohibits retailers from selling or offering for sale any new combustion engine-powered mopeds beginning January 1, 2023, with an exception for mopeds initially purchased in consumer transactions prior to that date.

Allows individuals and retailers to continue reselling, renting, or offering for resale or rent combustion engine-powered mopeds that were purchased before January 1, 2023.

Establishes a civil penalty of up to $1,000 per violation for retailers who violate the prohibition, with each separate offense counted individually.

Addresses noise pollution concerns by restricting sales of combustion engine-powered mopeds, which the legislature finds are significant contributors to noise problems in urban communities.

Takes effect on July 1, 2050 (delayed implementation date).
