Increases required electric vehicle parking spaces at places of public accommodation from 1 space per 100 spaces to 4 spaces per 100 spaces by July 1, 2026, with an interim requirement of 1 space per 100 spaces by July 1, 2022.

Eliminates the exemption allowing owners of multiple facilities to meet requirements based on aggregate parking spaces across all properties; each facility must now comply individually.

Establishes a three-step enforcement process: written notification of noncompliance, first warning within 365 days, formal notice of violation within 180 days of warning, and fines within 90 days of formal notice.

Imposes daily fines of $200 per day for violations, with liens placed on property if fines exceed $300,000.

Allows Department of Transportation to grant exemptions for financial or engineering hardship, except when charging stations can be installed at no cost; excludes parks, campsites, trailer facilities, and recreation facilities from the definition of "place of public accommodation."
