Requires the Governor to mandate face mask or face covering use when declaring a state of emergency involving an airborne pathogen, with exemptions possible for persons with medical conditions or disabilities that pose health or safety risks.

Governor shall specify face covering mandate details through rules with the force and effect of law pursuant to section 127A-25.

Violations of the face covering mandate constitute a violation subject to a monetary fine (amount to be specified), rather than a misdemeanor.

Persons who fraudulently obtain exemptions by providing false information about medical conditions or disabilities are guilty of a misdemeanor and subject to fines up to $5,000 or imprisonment up to one year.

Takes effect upon approval; does not affect rights, duties, or proceedings that matured or began before the effective date.
