Adds a new section to Chapter 103D of Hawaii Revised Statutes requiring contracts for the purchase of local produce valued over $250 to have a minimum term of five years.

Defines "local produce" as fruits, vegetables, nuts, coffee, eggs, poultry and poultry products, livestock and livestock products, milk and milk products, aquacultural and maricultural products, and horticultural products that are 100% grown, raised, and harvested in Hawaii.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that occurred before the effective date.
