H.B. 824 Summary

• Requires express carriers, common carriers, contract carriers (excluding water carriers), and other persons transporting liquor from outside Hawaii to file monthly reports with each county's liquor commission or control board, except when delivering to class 1 manufacturers or class 3 wholesale dealers.

• Monthly reports must include the carrier's name, reporting period, consignor name and address, consignee name and address, package weight, unique tracking number, and delivery date for each liquor shipment.

• County liquor commissions or control boards may share received reports with other state departments or agencies and are subject to Hawaii's public records law (chapter 92F).

• Upon written request, carriers must provide supporting information or records within 30 days, and all records must be preserved for three years.

• County liquor commissions or control boards may adopt rules under chapter 91 to implement the reporting requirements; the act takes effect July 1, 2021.
