Increases the Board of Agriculture Chairperson's authority to approve agricultural loans from $25,000 to $50,000 of state funds per applicant.

Updates Hawaii Revised Statutes Section 155-4(14) to raise the loan approval threshold that the chairperson can delegate authority to approve.

Updates Hawaii Revised Statutes Section 219-5(b) to raise the chairperson's direct approval limit for loans where the requested amount plus any existing loan balance does not exceed $50,000.

Applies the increased authority to both agricultural loans and aquaculture loans made to qualified farmers and food manufacturers.

Takes effect upon approval.
