Requires the Department of Land and Natural Resources, in collaboration with the County of Hawaii, to conduct site surveys on the island of Hawaii to identify suitable locations for new black cinder cone quarries.

Authorizes surveys on state and county-owned lands on Hawaii island, and on private lands with landowner agreements.

Requires a report to the legislature no later than twenty days before the 2022 regular session including suitable locations, ownership information, accessibility issues, ways the state can facilitate access, and proposed legislation.

Appropriates $150,000 from the American Rescue Plan Act of 2021 funds for fiscal year 2021-2022 to conduct the surveys.

Takes effect on July 1, 2021.
