• Amends Chapter 103D, Part V of Hawaii Revised Statutes by retitling it to include "Contract Administration" and establishing the contract administration office functions.

• Authorizes procurement officers to delegate 38 specified contract administration functions to contract administrators, including performance evaluations, cost determinations, quality assurance oversight, engineering surveillance, and contract closeout procedures.

• Requires the procurement policy board to adopt rules governing contract administration that address delegable functions, oversight responsibilities, inherently governmental duties, and contractor performance evaluation procedures.

• Directs the state procurement office to submit a progress report on implementation to the legislature no later than 20 days before the 2022 regular legislative session.

• Becomes effective July 1, 2112, and expires June 30, 2026.
