Adds a new definition of "public health emergency" to Hawaii law, covering illnesses or health conditions caused by novel, previously controlled, or eradicated infectious agents or biological toxins that pose high probability of deaths, serious disabilities, widespread exposure to infectious agents, or declarations under §325-1.

Amends Section 127A-14 to allow the Governor and mayors to declare states of emergency or public health emergencies.

Reduces the automatic duration of a state of emergency from 60 days to 30 days, after which the Governor must issue a proclamation terminating the emergency unless the Legislature approves an extension by resolution of both houses.

Requires the Governor's proclamation terminating an emergency to specify the nature of the emergency, affected areas, conditions that caused it, and conditions permitting termination.

Takes effect upon approval.
