Department of Accounting and General Services (DAGS) and Department of Public Safety (DPS) shall plan and implement security improvements at the State Capitol, including controlled access points with weapon detection equipment, fencing to prevent unauthorized vehicle and pedestrian access, and private security personnel.

DAGS must remove all parking meters from the State Capitol parking facility by October 31, 2021, and reallocate parking spaces to the governor, lieutenant governor, senate, house, legislative reference bureau, and eligible state employees on a pro rata basis.

DAGS may establish additional metered public parking at Kinau Hale parking lot and the state parking garage at 301 South Vineyard Street to offset lost metered spaces.

DAGS and DPS shall provide annual reports to the legislature no later than twenty days before the 2022 and 2023 regular sessions on the status of security improvement efforts.

Appropriates unspecified funds from general revenues for fiscal years 2021-2022 and 2022-2023 to DAGS for security planning, design, and installation, and to DPS for security equipment and private screening personnel.
