Requires commercial helicopter owners and operators to submit monthly reports to the Department of Transportation detailing each commercial flight made during the preceding calendar month, with reports due by 4:30 p.m. on the 15th of the following month.

Monthly reports must include the date and time of takeoff and landing, number of individuals aboard, complete flight path with altitudes, and any deviations from the flight plan with explanations.

Requires the Department of Transportation to post all helicopter flight reports to its website within one week of receipt from owners and operators.

Requires the Department of Transportation to post monthly reports on the department's website showing the number of novel public complaints received regarding helicopters, organized by region.

Establishes that failure to submit required reports constitutes a violation of Chapter 261, Hawaii Revised Statutes, subject to existing penalties under section 261-21.
